Hi there, just wanted to give a few suggesions. I've jut visited the IEEE site, and it's great. The only thing is that you should not make it too javascript intensive.
And think about buying a hosting package [it's really cheap nowadays]. I recommend Directi, Linux hosting with 75 Mb space, PHP+MySQL, 500 Mb bandwidth... etc @ a max of Rs. 200/month. Domain registration @ 13$/year.
And think of adding a blog there as well, it's the easiest thing to maintain. You can use it as a news/current events section. If you get hosting, then try Wordpress, the best blog creation s/w out there right now.
Tell me if you deceide to go for any of this, the technical aspects I like to manage ;)
